What Is This Fruit Decor Thing?

I found what I think is some sort of patio/garden decor piece at Goodwill and am trying to figure out what it is. Most of it is green, it’s about 2.5 feet tall. At the bottom there is a thing that comes out that looks like it’s meant to hold 3 large candles. A little more than half way up there is a ceramic circle that has fruit painted on it. At the top there are 8 spirals, 4 making a sort of "platform" and 4 more above those that are hanging off the sides that look like you could maybe hang something from them. How Can I Attach an Item to My Home Without Drilling Holes in the Siding?

I bought one of those metal wall plaques that are meant to be hung outdoors for garden decor. I live in a place where we are not allowed to drill holes in the siding, but I see people everywhere with them attached to their homes. I asked around at a home improvement store, but they weren’t very helpful. I am wondering if anyone has any suggestions on how to hang it. I can’t use the command hooks with the sticky backing, because it would be too heavy. Any help would be greatly appreciated! Thanks!
